Хамтарсан Засгийн газар анхнаасаа хууль ёсны үндэслэлгүй байгуулагдсан. Иргэдийн бухимдлыг төрүүлээд буй Ерөнхий сайдын хүүгийн тансаг хэрэглээний тухайд бол орлогоо нотлох нь хуулийн шаардлага. Одоо нам дотроо хариуцлага, хамтын шийдвэрийн талаар бодох ёстой үе иржээ.
