2025 оны тавдугаар сарын 29-ний өглөө Монгол Улсын Ерөнхийлөгч У.Хүрэлсүх улс төрийн хүрээнд анхаарал татсан томоохон мэдэгдэл хийлээ. Тэрбээр Үндсэн хуульд нэмэлт, өөрчлөлт оруулах замаар Ерөнхийлөгчийн сонгуульд дахин нэр дэвших ямар ч сонирхолгүй гэдгээ илэрхийлээд зогсохгүй, Ерөнхийлөгчийн засаглалд шилжих санал асуулгыг эрс эсэргүүцэж буйгаа мэдэгдэв.

Ерөнхийлөгчийн энэ удаагийн мэдэгдлийн онцлог нь өмнөх байр сууриа бэхжүүлж, шууд биечлэн өөрийн албан ёсны цахим хуудсаар дамжуулан илэрхийлсэн явдал байлаа. Тэрбээр ийнхүү улс төрийн хөшигний ард яригдаж буй олон асуудалд нэг мөр цэг тавихыг зорьсон бололтой.

Тодруулбал, сүүлийн өдрүүдэд төрийн өндөр албан тушаалтнуудын дунд өрнөж буй улс төрийн зөрчил, тэр дундаа Ерөнхий сайд Л.Оюун-Эрдэнийн огцрох эсэх асуудал улс төрийн хямралын гол цөм болоод буй. Үүний зэрэгцээ УИХ-ын гишүүд болон зарим хэвлэл мэдээллийн хэрэгслээр “Ерөнхийлөгч дахин сонгогдохын тулд Үндсэн хуульд өөрчлөлт оруулахаар зүтгэж байна” гэх мэдээлэл тархаж, олон нийтийн дунд хардалт үүсгээд байв.

Ерөнхийлөгч У.Хүрэлсүхийн хэвлэлийн төлөөлөгч Ө.Золбаяр ч өмнө нь 2024 оны арваннэгдүгээр сарын 25-ны мэдэгдлийг сануулан, “Ерөнхийлөгч дахин нэр дэвшихгүй” гэсэн байр суурь өөрчлөгдөөгүй гэдгийг тодотгож байсан юм. Тэгвэл өнөөдрийн мэдэгдэл нь уг байр суурийг албан ёсоор баталгаажуулж, дахин хардлага үүсэх боломжийг хаалаа.

Гэсэн хэдий ч энэ мэдэгдлийн улс төрийн цаад утга агуулга нь илүү гүн гүнзгий. Ерөнхий сайд огцрох эсэхтэй холбоотой асуудал парламентын танхимд ид хэлэлцэгдэж буй энэ үед Ерөнхийлөгчийн байр суурь илэрхий чухал нөлөө үзүүлэх нь тодорхой. Улс төрийн хүрээнд энэ мэдэгдлийг “довтолгооны шинжтэй алхам” гэж үзэх хүмүүс ч байна.

Тухайлбал, Ерөнхий сайд Л.Оюун-Эрдэнэ парламентын дэмжлэгийг дахин авах, итгэл үзүүлэх санал хураалтыг санаачилж, УИХ-д өргөн барьсан. Энэ нь Ерөнхийлөгчтэй үл ойлголцсон асуудлын үр дүн хэмээн тайлбарлаж болох талтай юм. Ерөнхийлөгчийн зүгээс өнгөрсөн хугацаанд Ерөнхий сайдад “ажлаа өг” гэсэн шахалт үзүүлсэн талаар эх сурвалжууд онцолдог. Харин Ерөнхий сайд энэ шаардлагад хариу болгон намын бага хурлаа хуралдуулж, эвслийн Засгийн газрын хэлэлцээрийг эхлүүлээд зогсохгүй, парламентын итгэлийг дахин авах алхамд шилжсэн нь нөхцөл байдлыг улам ээдрээтэй болгожээ.
