УИХ-ын дэд даргаар ажиллаж байх үедээ Үндсэн хууль зөрчсөн хурал даргалсан нь Үндсэн хуулийн цэцийн шийдвэрээр тогтоогдсон УИХ-ын гишүүн Х.Булгантуяа удаан хугацаанд нам гүм байсны эцэст өөрийн цахим хуудсаар дамжуулан тайлбар хийлээ. Энэхүү тайлбар нь түүнийг тойрсон улс төр, хууль зүйн ноцтой асуудлуудад хариу өгөхөөс илүүтэйгээр нийгэмд үүссэн хардлагыг зөөллөх оролдлого байв.
