Тэрбээр “Бүрэн цутгамал" ХХК нь 2013 онд "Сант" сургуулийн өргөтгөлийн барилгыг барьж гүйцэтгэсэн. Гэсэн ч "Сант" сургуулийн барилгыг Улсын комисст хүлээлгэн өгөхдөө, тухайн барилгад ямар ч ажил хийгээгүй "Голомт констракшн" ХХК-тай хуурамч гэрээ байгуулсан. Барилгыг хүлээн авсан улсын  комиссын үйл ажиллагаа Монгол Улсын хууль дүрэм журмыг зөрчсөнийг Улсын ерөнхий прокурор, Нийслэлийн мэргэжлийн хяналтын газрын мэргэжлийн хяналтын байцаагч, Архивын хэрэг хөтлөлтийн улсын байцаагч, Хан-Уул дүүргийн Иргэний хэргийн анхан шатны шүүх, шинжээч нар тогтоосон ч одоо болтол хэрэг шийдэгдэхгүй байгаа. 

 

Мөн "Сант" сургуулийн өргөтгөлийн нийт ажлын 80 гаруй хувийг хийж гүйцэтгэсний дараа ажлын хөлс, материалын зардлын үлдэгдэл 500 сая төгрөгийг өгөхгүйн тулд барилгын талбайгаас хөөсөн. Түүгээр ч зогсохгүй эрүүгийн гурван зохиомол хэрэгт гүтгэсэн нь цагаатгагдсан. Тиймээс АТГ, барилга байгууламжийг байнгын ашиглалтад хүлээн авах Улсын комисстой ашиг сонирхол нэгтэй гэсэн хардлага төрж байна.
