Тэрбээр “Бүрэн цутгамал" ХХК нь 2013 онд "Сант" сургуулийн өргөтгөлийн барилгыг барьж гүйцэтгэсэн. Гэсэн ч "Сант" сургуулийн барилгыг Улсын комисст хүлээлгэн өгөхдөө, тухайн барилгад ямар ч ажил хийгээгүй "Голомт констракшн" ХХК-тай хуурамч гэрээ байгуулсан. Барилгыг хүлээн авсан улсын  комиссын үйл ажиллагаа Монгол Улсын хууль дүрэм журмыг зөрчсөнийг Улсын ерөнхий прокурор, Нийслэлийн мэргэжлийн хяналтын газрын мэргэжлийн хяналтын байцаагч, Архивын хэрэг хөтлөлтийн улсын байцаагч, Хан-Уул дүүргийн Иргэний хэргийн анхан шатны шүүх, шинжээч нар тогтоосон ч одоо болтол хэрэг шийдэгдэхгүй байгаа. 

 

Мөн "Сант" сургуулийн өргөтгөлийн нийт ажлын 80 гаруй хувийг хийж гүйцэтгэсний дараа ажлын хөлс, материалын зардлын үлдэгдэл 500 сая төгрөгийг өгөхгүйн тулд барилгын талбайгаас хөөсөн. Түүгээр ч зогсохгүй эрүүгийн гурван зохиомол хэрэгт гүтгэсэн нь цагаатгагдсан. Гэтэл эрүүгийн хэрэгт чанар муутай барилга гэж гүтгэгдэж байсан "Сант" сургуулийн өргөтгөлийн барилгыг, тухайн цаг үедээ чанартай сайн барилга болгоод манай компанийн зөвшөөрлөөр манай бичиг баримтаар, тухайн барилгад ширхэг ч тоосго өрөөгүй "Голомт констракшн" ХХК-тай хуурамч гэрээ байгуулж улсын коммист хүлээлгэн өгсөн байдаг. Тиймээс АТГ, барилга байгууламжийг байнгын ашиглалтад хүлээн авах Улсын комисстой ашиг сонирхол нэгтэй гэсэн хардлага төрж байна. I thought the physicians says there is no cure for HSV 2!!!
