Төсөв тасрахвы...

 

2025 онд нүүрсний дундаж үнийг 105 ам.доллар байхаар хэт өөдрөг төсөөлсөн нь Монгол Улсын төсөв тасрах эрсдэлийг дагуулж буй. 2025 оны төсөв батлахдаа зэрэгцээд Дэлхийн банк нүүрсний үнэ 13 хувиар унах прогноз гаргаж байсан ч Монгол Улсын Засгийн газар ойшоогоогүй.

Харин өнөөдөр нүүрсний үнэ 44 хувиар унаж, экспортын орлого тасарч, валютын нөөц шавхрах эрсдэл дагуулж буй. Энэ нь улсын төсөв тасалдахад хүргэвэл тодотгол хийх хуулийн нөхцөл үүснэ. Асуудал хүндэрсэнийг илтгэх нэг шалтгаан бол төв банк бодлогын хүүгээ хоёр нэгж хувиар нэмэгдүүлж 12 хувьд хүргэсэн шийдвэр юм.

Гэсэн ч Сангийн сайд улаан гэрэл асчихаагүй, тодотгол хийхгүй гэх байр суурийг илэрхийлж байгаа. Нүүрсний тасалдсан орлогыг алтны орлогоор нөхөж болно гэж төсөөлж буй. Алтны унци нь 2900 ам.доллар давж, кг нь 90 сая гаруй ам.доллартай тэнцэх үнэд хүрсэн нь гал унтраах хангалттай шалтгаан гэв. Харин эдийн засагчид Засгийн газрын байр суурийн эсрэг мэдээлэл өгсөөр байна. 

Энхбаяр:

‘’Алтны экспорт яагаад ч нөхөхгүй. Магадгүй таван жилийн алтны экспорт үүнийг нөхөх байх. Нэг жилдээ олборлож нэмлээ, Монголбанканд байгаа алтаа бүгдийг нь зарлаа гэхэд 200, 300 сая ам.долларын л орлого орж ирнэ. Тэр тасалдаж буй орлогын дөнгөж 20-30 хувийг нөхөж чадна. Тэгэхээр нүүрсний биет хэмжээг өсгөсөөр байгаад орлогоо зориуд хэт их өсгөсөн. Үүнийг нөхөх орлого байхгүй. Энэ гурван жилд яах вэ гэдгээ бид маш сайн бодох ёстой. Эдийн засаг төрөлжөөгүй., 50 хувь нь нүүрсэн дээр байхад хэлсээр байтал ингэж болохгүй’’  

Засгийн газраас Монгол Улсын валютын нөөцийг нэмэгдүүлэх, улсын төсвийн орлогыг нэмэгдүүлэх, төвбанк алтны тодорхой нөөцтэй байх, сүүлийн үед нүүрсний экспорт, үнийн уналттай холбоотой улсын төсвийн бүрдүүлэлт багасаж байгаа гэх мэт шалтгаанаар алтны олборлолтын асуудлыг хэлэлцэж тодорхой үүрэг чиглэл өгсөн болохыг Аж үйлдвэр, эрдэс баялгийн сайд Ц.Туваан мэдэгдэж байсан нь саяхан.

Уул уурхай, тэр дундаа нүүрснээс хэт хамааралтай эмзэг эдийн засагтай манай улсын хувьд урд хөрш нүүрсний импортоо чангалахад л энд хямрал дагуулж буй. Өнгөрсөн онд 83 сая тонн нүүрс экспортолсон. Энэ онд ч ийм байхаар төсөөлсөн нь 33 их наядын орлого салхинд хийсгэх эрсдэлтэй нүүр тулгарч буй. Яг үнэндээ 2025 оны төсөв нүүрсний үнийн уналтыг даахгүйд хүргэж мэдэхээр байна.

УИХ-аар Монгол Улсын 2025 оны төсвийн хуульд нэмэлт өөрчлөлт оруулан батлахдаа Монгол Улсын нэгдсэн төсвийн тэнцвэржүүлсэн орлого, тусламжийн дүн 33.5 их наяд төгрөг буюу ДНБ-ий 35.2 хувь, нийт зарлага ба цэвэр зээлийн дүн 33.5 их наяд төгрөг буюу ДНБ-ийн 35.2 хувьд хүрч нэгдсэн төсвийн суурь тэнцэл ДНБ-ийн 3.3 хувийн ашигтай байхаар тооцсон юм.
