НИЙГМИЙН ДААТГАЛЫН САНГИЙН ХӨРӨНГӨ 105.0 ТЭРБУМ ТӨГРӨГӨӨР ӨСӨХ БОЛОМЖ БҮРДЛЭЭ

Нийгмийн даатгалын ерөнхий хууль, Засгийн газрын 2024 оны 254 дүгээр тогтоолоор баталсан “Нийгмийн даатгалын сангийн чөлөөт үлдэгдлийг санхүүгийн хэрэгсэлд хөрөнгө оруулах журам”-д нийгмийн даатгалын сангийн чөлөөт үлдэгдлийг найдвартай, үр өгөөжтэй, хариуцлагатай, ил тод, хараат бус байх зарчим баримтлан дараах санхүүгийн хэрэгсэлд хөрөнгө оруулж болно гэж заасан. Үүнд; 

- Засгийн газрын үнэт цаас худалдан авах 

- Монголбанкны үнэт цаасны арилжаанд оролцох 

- Төрийн сангийн нэгдсэн дансанд байршуулах мөнгөн хадгаламж 

- Банкны системд нөлөө бүхий арилжааны банканд мөнгөн хадгаламж хэлбэрээр байршуулахаар зохицуулсан.

 

 

Энэ хуулийн хүрээнд Нийгмийн даатгалын үндэсний зөвлөлийн 2025 оны 07 дугаар тогтоолоор Нийгмийн даатгалын сангийн чөлөөт үлдэгдлээс банкны системд нөлөө бүхий арилжааны банканд 2025 онд хадгаламж хэлбэрээр байршуулах мөнгөн хөрөнгийн дээд хэмжээг 700.0 тэрбум төгрөгөөр, 08 дугаар тогтоолоор банкны системд нөлөө бүхий арилжааны банканд байршуулах мөнгөн хадгаламжийн 2025 оны хүүгийн доод хэмжээг жилийн 14.2 хувиар шинэчлэн баталсан. 

Эдгээр эрх зүйн зохицуулалтын дагуу банкны системд нөлөө бүхий арилжааны банкуудад саналыг хүргүүлж, тухайн банкнаас ирсэн санал бүрийг Нийгмийн даатгалын үндэсний зөвлөлийн дэргэдэх Мэргэжлийн хороо, Олон нийтийн хяналтын зөвлөлд хүргүүлсэн. Тус газраас гаргасан шийдвэр дүгнэлтэд үндэслэн НДҮЗ-ийн баталсан хүүгийн доод хэмжээнээс багагүй санал ирүүлсэн Төрийн банк, Голомт банк, Хаан банк, Худалдаа хөгжлийн банканд нэг жилийн хугацаатай, жилийн 15 хувийн хүүтэйгээр мөнгөн хадгаламж хэлбэрээр байршуулахаар шийдвэрлэлээ. 

Нийгмийн даатгалын сангийн чөлөөт үлдэгдэл 700 тэрбум төгрөгийг нэг жилийн хугацаанд 15 хувийн хүүтэйгээр мөнгөн хадгаламж хэлбэрээр банкуудад байршуулснаар Нийгмийн даатгалын сангийн чөлөөт үлдэгдлийг 105.0 тэрбум төгрөгөөр өсгөн нэмэгдүүлэх боломж бүрдэж байгаа юм. 

Нэмэлт мэдээлэл хүргэхэд Нийгмийн даатгалын байгууллага өнгөрсөн онд сангийн чөлөөт үлдэгдлийг санхүүгийн найдвартай хэрэгсэлд оруулах, өсгөн нэмэгдүүлэх зорилтын хүрээнд 300.0 тэрбум төгрөгөөр Засгийн газрын дотоод үнэт цаас авч, сангийн хөрөнгийг 55.0 тэрбум төгрөгөөр нэмэгдүүлэх боломжийг бүрдүүлсэн.
