Цомхотголд ₮26.8 тэрбумыг олгоно

Нүүрсний үнэ буурснаас үүдэн Монгол Улсын төсвийн орлого тасарч, зарлагын бүтэц дээр хэмнэлтийн бодлого яригдаж эхэлсэн. Үүний хүрээнд төрийн албан хаагчдын тоог 9 хувиар бууруулах шийдвэр гарч, нийт 26.8 тэрбум төгрөгийн нөхөн олговорыг төсвөөс олгох тухай яригдаж буй.

Энэ нь төсөвт дарамт мэт харагдах ч урт хугацаанд авч үзвэл төрийн бүтцийг оновчтой болгож, хүний оролцоог багасган, цахим шийдлүүдэд суурилсан засаглалд шилжих алхам болох юм.

Одоогийн байдлаар төрийн албанд нийт 200 мянга орчим хүн ажиллаж байгаа бөгөөд энэ нь нийт хөдөлмөрийн зах зээлийн 15-20 хувийг эзэлдэг. Тэдгээрийн 9 хувийг цомхотгосноор 18 мянга орчим хүн ажлаас чөлөөлөгдөнө. Хэрвээ нэг төрийн албан хаагчийн жилийн цалин, урамшуулал, нийгмийн даатгалын зардлыг дунджаар 20 сая төгрөг гэж тооцвол:

Жилийн хэмнэлт: 18,000 x 20,000,000 = 360 тэрбум төгрөг

Энэ нь нэг удаагийн 26.8 тэрбум төгрөгийн нөхөн олговрын өртгөөс даруй 13 дахин өндөр бөгөөд 2-3 жилийн дотор анхны нөхөн олговрын зардлыг нөхөөд, дараа жилүүдэд цэвэр хэмнэлт болж үлдэнэ. Энэ мэт тооцоо нь төрийн албыг оновчтой болгох нь төсвийн тогтвортой байдалд жинтэй хувь нэмэр оруулна гэдгийг харуулж байна.

Монгол Улс 2026 он хүртэл "Цахим үндэстэн" болох зорилт дэвшүүлээд буй. Үүнд төрийн үйлчилгээг бүрэн цахимжуулах, иргэн төвтэй, ил тод, хурдан шуурхай засаглалыг бүрдүүлэх зорилго багтсан.
