Ерөнхий сайд Г.Занданшатарын захирамжаар байгуулагдсан “Экспортыг нэмэгдүүлж, худалдааг дэмжих” ажлын хэсгийн шийдвэрээр Засгийн газрын Хяналт хэрэгжүүлэх газраас Гаалийн ерөнхий газарт хийж буй хяналт шалгалт үргэлжилж байна. Өнөөдөр /2025.08.01/ Тэргүүн шадар сайд Н.Учралаар ахлуулсан ажлын хэсгийн ээлжит хуралд Засгийн газрын Хяналт хэрэгжүүлэх газрын дарга Б.Батцэцэг “Гаалийн хилээр нэвтрүүлэх бараа, тээврийн хэрэгсэлд гаалийн хяналт тавих нийтлэг журам”-д хийсэн шинжилгээний дүгнэлтийг танилцууллаа.

Дүнгэлтэд тусгасан зарим саналуудыг онцолвол: 

-Журмаар гаалийн улсын ахлах байцаагчид хуульд зааснаас давуу эрх олгосон, ашиг сонирхлын зөрчил үүсэх эрсдэлийг бий болгож буй заалтуудыг хасах нь зүйтэй;

-Журамд заасан бараа, тээврийн хэрэгсэлд гаалийн хяналт тавих ажиллагааны хүрээнд хийгдэх шат дамжлага, алхмуудыг гүйцэтгэх хугацааг заагаагүй байх тул шат дамжлага бүрийг гүйцэтгэх хугацааг тодорхой зохицуулах шаардлагатай;

-Журамд бараа, тээврийн хэрэгсэлд гаалийн хяналт тавих төлвийг гаалийн улсын ахлах байцаагч өөрчлөх, зөрчилгүй болох нь тогтоогдсон бараа, тээврийн хэрэгсэлд гаалийн байгууллагын шийдвэрээр дахин шалгалт хийх боломжтой байдлаар зохицуулсан нь хуульд нийцэхгүй байх тул эдгээр зохицуулалтыг хуульд нийцүүлэх нь зүйтэй;

-Бараа, тээврийн хэрэгсэлд гаалийн хяналт тавих хүрээнд гаалийн байгууллагаас цаасаар гүйцэтгэхээр журамд тусгагдсан тээвэрлэгч, мэдүүлэгчээс баримт бичиг авах, гаалийн мэдүүлэг, дагалдах баримт бичгийг хэвлэж, гарын үсэг зурж баталгаажуулах зэрэг үйлдлийг цахимаар гүйцэтгэхээр журамд өөрчлөлт оруулах шаардлагатай;

Засгийн газрын Хяналт хэрэгжүүлэх газрын Гаалийн ерөнхий газарт хийж буй хугацаатай хяналт шалгалт үргэлжилж байгаа бөгөөд шалгалтын бүрэлдэхүүн өнөөдөр Шивээ хүрэн боомтод ажиллаж байна. Нэгдсэн дүгнэлтийг 8-р сарын 06-нд Тэргүүн шадар сайд Н.Учралд танилцуулах юм.
