Оюутолгойн гэрээг Монголын эрх ашигт нийцүүлэх асуудлыг Засгийн газар дахин хөндөв.

Оюутолгойн бүлэг ордын ашиглалтад Монгол Улсын эрх ашгийг бүрэн хангуулах, хүртэх өгөөжийг нэмэгдүүлэх зорилгоор Улсын Их Хурлаас байгуулсан Хянан шалгах түр хороо ажлаа дүгнэж, Засгийн газарт тодорхой чиглэл өгөөд байна.

УИХ-ын Түр хороо 2025 оны арванхоёрдугаар сарын 8-12-ны өдрүүдэд нотлох баримтыг шинжлэн судлах нээлттэй сонсгол зохион байгуулж, Оюутолгойн хөрөнгө оруулалтын болон хувь нийлүүлэгчдийн гэрээний хэрэгжилт Монгол Улсын эрх ашигт хэрхэн нөлөөлж буйг олон нийтэд ил тод хэлэлцсэн юм. Сонсголын үр дүнд үндэслэн УИХ-аас Засгийн газарт чиглэл өгсөн тогтоол баталжээ.

Түр хорооны дүгнэлтээр Оюутолгойн хөрөнгө оруулалтын болон хувь нийлүүлэгчдийн гэрээ нь Монгол Улсын эрх ашигт бүрэн нийцээгүй, 34 хувийн хувьцаанаас ногдол ашиг хүртэх хугацаа тодорхойгүйгээр хойшилсон, зардал хэтэрснээс өгөөж эрс буурсан, шийдвэр гаргах түвшинд Монголын талын оролцоо бодитой хангагдаагүй, санхүүгийн мэдээлэл, зардлын ил тод байдал хангалтгүй байна гэж үзсэн байна.

Эдгээр дүгнэлтийн мөрөөр УИХ-аас “Оюутолгойн бүлэг ордын ашиглалтад Монгол Улсын эрх ашгийг хангуулах, өгөөжийг нэмэгдүүлэх хүрээнд хийсэн тусгай шалгалт, нээлттэй сонсголын мөрөөр авч хэрэгжүүлэх арга хэмжээний тухай” тогтоолыг баталсан бөгөөд уг тогтоолын хэрэгжилтийг хангах асуудлыг Засгийн газар өчигдрийн хуралдаанаар хэлэлцжээ.

Хуралдаанаар УИХ-ын тогтоолыг хэрэгжүүлэх хүрээнд “Оюутолгой” ХХК болон хөрөнгө оруулагч “Рио Тинто” группийн удирдлагуудад Засгийн газраас албан ёсоор хандахаар шийдвэрлэсэн байна. Мөн Оюутолгойн хөрөнгө оруулагчидтай хэлэлцээ хийх Засгийн газрын Ажлын хэсгийн бүрэлдэхүүнийг шинэчилжээ.

Засгийн газраас хөрөнгө оруулагч талд тавих асуудалд Оюутолгойн гэрээний нөхцөлийг Монгол Улсын эрх ашигт нийцүүлэх, 34 хувийн ногдол ашиг авах хугацааг тодорхой болгох, хувьцаа эзэмшигчид эрх тэгш байх зарчмаар өгөөж хүртэх нөхцөлийг бүрдүүлэх, санхүүгийн тайлан, зардлыг ил тод, нээлттэй болгох, хөндлөнгийн аудит оруулах, шийдвэр гаргах түвшинд Монголын талын оролцоог бодитоор хангах зэрэг асуудлыг тусгасан байна.
