Улаанбаатар хотын төвлөрсөн хог хаягдлын хэмжээ жилээс жилд нэмэгдэж, хөрс, агаар, газрын доорх усны бохирдлыг дагуулж байна. Иймд хог хаягдлыг эдийн засгийн эргэлтэд оруулах зорилгоор “Хог шатааж, эрчим хүч үйлдвэрлэх төсөл”-ийг хэрэгжүүлэхээр төлөвлөж, техник эдийн засгийн үндэслэлийг боловсруулан баталсан. Төсөл нь хог хаягдлыг устгах уламжлалт аргыг орлохын зэрэгцээ эрчим хүч үйлдвэрлэх давхар үр ашигтай шийдэл гэдгээрээ онцлог юм. 
Нийслэлийн Хан-Уул дүүргийн 12 дугаар хорооны нутаг дэвсгэрт барих 35 МВт хүртэлх хүчин чадалтай тус хог шатааж эрчим хүч үйлдвэрлэх төсөл нь жилд 1.5 сая тонн хатуу хог хаягдлыг боловсруулж, 35 МВт цахилгаан эрчим хүч үйлдвэрлэх боломжтой гэж тооцоолж байна. Ингэснээр нийслэлийн эрчим хүчний системд тодорхой хэмжээний дэмжлэг үзүүлэхээс гадна хог хаягдлыг бууруулах ач холбогдолтой. 
НИТХ-ын 2025 оны 25/85 дугаар тогтоолоор төслийг төр, хувийн хэвшлийн түншлэлээр хэрэгжүүлэхээр шийдвэрлэсэн. Энэ хүрээнд нийслэлийн Засаг даргын 2026 оны хоёрдугаар сарын 12-ны А/222 тоот захирамжаар төслийн түншлэлийн гэрээ байгуулах, хувийн хэвшлийн түншлэгчийг сонгон шалгаруулах ажлыг зохион байгуулж, шалгарсан түншлэгчтэй түншлэлийн гэрээний хэлэлцээ хийх чиг үүрэг бүхий ажлын хэсэг байгуулагдан ажиллаж байна. 
Төсөл хэрэгжих талбайд нийт 158 нэгж талбар өртөж байгаагаас 109-ийг нь чөлөөлөөд байгаа бөгөөд үлдсэн хэсэгт газар чөлөөлөлт, зөвшилцлийн ажил үргэлжилж байна.
